JOB SUMMARY:

The Parks Director is responsible for the supervision, administration, and oversight of the functions of the Department of Parks and Recreations.  These responsibilities include the overall management, planning, and enhancement of the city’s parks and recreational facilities. This role encompasses strategic planning, capital improvement programming, program development, marketing, and implementation. Additionally, the Director provides staff supervision through his internal leadership team that creates engaging recreational opportunities for the community, fostering a healthy and active lifestyle.

ESSENTIAL FUNCTIONS:

  • Supervise staff and provide direction and vision in the operation of the department to ensure that exceptional customer service and quality facilities are provided.
  • Ensure the development and implementation of the city’s parks and recreation master plan are aligned with the community's needs and interests.
  • Develop and implement work programs, specifications, contracts, and agreements for park maintenance activities and capital projects.
  • Ensure the proactive planning and implementation of parks and facility maintenance.
  • Develop and ensure the creation and provision of diverse recreational programs for all age groups in the community.
  • Collaborate with community organizations and other city departments to enhance and promote inclusivity of sports and other program offerings.
  • Collaborate with other departments and community organizations in the development, implementation, evaluation, and oversight of community events.
  • Interact with elected and appointed officials and the public to answer questions, provide information, and obtain input in a manner that provides a positive image of the department and the organization.
  • In collaboration with the City Manager, Finance Director, and other city staff and officials lead the development of the department’s annual budget.
  • Administer the department’s annual budget in a fiscally prudent manner for the department and organization.
  • Regular and consistent attendance in a workplace environment.
  • Ability to work on evenings, weekends, and holidays depending on the workload or necessity. 
  • Performance of other work duties as assigned.

  • Excellent written and verbal communication skills.
  • Knowledge of recreational and sports event planning and coordination.
  • Ability to ensure the proper training for staff in the use of equipment, materials, and supplies specific to facility maintenance.
  • Ability to analyze and resolve employee work problems through application and interpretation of adopted organizational personnel policies.
  • Ability to prepare and maintain records, reports, and other documents in an organized and accurate manner.
  • In collaboration with the Human Resource Administrator ensure adherence to fair and equitable employment practices.
  • MINIMUM REQUIREMENTS FOR EMPLOYMENT

    EDUCATION, EXPERIENCE, AND CERTIFICATION

    • High School Diploma
    • Experience in developing, planning, coordinating, and implementing recreational programming, facilities maintenance schedules, and personnel management.
    • Valid TX Driver’s License or available alternate means of transportation.
    • Must pass a pre-employment drug screen and criminal background investigation
    • Must demonstrate proficiency in both oral and written communication with accurate spelling and data entry
    • Basic knowledge of Microsoft Office

Physical Requirements:

  • Work involves being exposed to different weather conditions that occur throughout the year in this region of Texas (hot, cold, rain, and freezing precipitation).
  • Ability to lift 50lbs
  • Work may involve being around fertilizers, pesticides, dirt, dust, fumes, smoke, loud noises, and different fuels (diesel and gas).
  • Ability to move about an office or building as well as in an outdoor environment on paved and unpaved surfaces. 
  • Ability to transport self from building to building and to attend various functions and meetings at other sites either within or outside the City.
  • Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate a computer, telephone and related equipment.
